International Cricket Council (ICC) investigation committee has recommended continuing with the results of the Pepsi ICC World Cricket League Division 5.
The committee, formed to investigate the circumstances surrounding the crowd trouble during February 26 Nepal-USA match in Kathmandu, rejected the Singapore Cricket Association (SCA) demands of their promotion to Division 4 in the ground of fairness.
According to the results of the inquiry published on Tuesday, no evidence was found to support Singapore claims.
The committee recommended that ICC should provide a written warning to Cricket Association of Nepal (CAN) – the host of the event – stating that it is unacceptable and not in the best interest of cricket that the spectators at the venue could obtain and throw rubble in the field of play and that the additional safety measure was delays during the final a day after.
It also recommended that ICC should ask CAN to fix the boundary wall and that no international matches should take place at TU Cricket Ground until ICC inspection, scheduled for May 2010, confirms that reasonable repairs have been carried out to ensure safety.
The sanction has already been agreed by the Cricket Association of Nepal.
On February 26, during the USA’s run-chase of Nepal’s total of 162-9, the large crowd began to throw bottles and stones onto the pitch. When the players were taken off the field for their own safety the USA was 150-5 off 32 overs.
When the players returned 48 minutes later, as per the playing regulations the USA’s target was recalculated (according to the Duckworth-Lewis Method) to 157 off 46 overs. The USA went on to win the match and finished, with Nepal and Singapore, on eight points.
The final order was determined by net run-rate (NRR) with USA finishing top of the table and Nepal second, just 0.004 above Singapore (had USA finished the match two balls earlier, Singapore would have better run-rate). USA and Nepal were duly promoted to Pepsi World League Division 4.
SCA had immediately filed a protest against the outcome and ICC established an internal enquiry conducted by David Richardson (ICC General Manager – Cricket), David Becker (ICC Head of Legal) and Ravi Sawani (General Manager – Anti Corruption and Security Unit).
The inquiry made recommendations that the proposed Mandatory Safety Standards being introduced by the ICC Security Task Force considers including sanctions against the Home Board when the home crowd interrupts a match or a home crowd interrupts a match such that the home team benefits.
ICC Chief Executive Haroon Lorgat said: “I am grateful to the inquiry panel for the thorough investigation conducted and it is reassuring to note that the correct processes and playing rules were applied by the event technical committee and match officials.
“It is a most unfortunate outcome for Singapore and there was a suggestion that they should be promoted alongside the USA and Nepal,” said Lorgat.
“While everyone agrees that this was a regrettable incident and one which we do not want to see repeated, there is no justifiable basis to promote Singapore and such temptation would create a dangerous precedent to the integrity of competition and the playing regulations.”

Good to see the detailed report gradually come out. I hope, finally, Rod Lyall and the other bunch of goons on CricketEurope will shut their pie-holes. I’m tired of reading biased articles of that old Dutch dimwit. He keeps blaming the Nepali players and everybody else, like everything was done purposely to stop the “mighty” Singapore team from advancing to Division 4. It’s sad we got promoted the way we did, but it was not an intentional, diabolical plan devised by our math-whiz spectators with their ever-ready “calculators” on hand. It was just a difficult situation created by some of the die-hard fans who let their frustrations out on their own team. It’s something Mr. Lyall, who received his “esteemed” degrees from the Aussi-land, would never understand. He is just a critic who does not understand the level of passion among fans in the South-Asian region. May be he should go back to teaching history or whatever he does, and stay away from writing articles without a neutral perspective.

Finally, acc give the right decision. we guys know that cricket fans made trouble on that match. what fans shows their anger on the pitch that’s way is not good. But really i say that cricket fans help Nepal to qualify on div-4. This is the positive side of that negative behaviour.
I salute nepali crickets players…what ever they r doing i really appreciate …….they are doing their best to prove nepal is a good cricket nation what sucks is CAN behaviors towards our beloved players who sacrifice their own desire or career for the nation and this CAN so called officials or staff play with players ..they really sucks they do not know what cricket is and what cricket players do for their nation…she only know how to accumulate money and be rich…………i hate these people….they cannot really handle nepali cricket…they r pushing it back n back…no sign of improvement….imagine what will happen in 3-4 year after when our most prolific players binod das,mehaboob alam, parash and sharad veshwarak retire????is there any players who can really backup our nepali team??i don see any new players comming …there are few players but not goood compared to these veterans…when will this CAN realize the necessity of backup players……..?? i don see any future of nepali cricket team unless this CAN do something….players cannot play or finance them playing cricket or cannot sustain for longer period they will vanish…..

There should be a practice match with neighbours countries (India,Pakistan,Bangladesh or Srilanka ) domestic clubs as a preparation for divison 4 . What is CAN doing ? Gettin late .

Don’t be suprised if the CAN waits till the last moment to play some practice matches…and yes they are not gonna take our boys anywhere…They will probably inivte some local club teams from India…and play few matches…before the tournament!! That’s all….!! Atleast that is how it used to be when i used to play!!

Recently I saw a lot of comments on changing the present coach and from the fact that CAN renewed the tenure of Mr. Dias only upto the end of this year it can be concluded with high probablity that Nepal are getting a new coach some months later.Since Dias has been coaching Nepal for 9 years which is a very long tenure for any coach of any national squad so CAN should think of a new coach who can take Nepal to world cup 2015 or ODI status.I don’t mean to imply that Dias is bad but he has already given all what he had and he deserves respect for how he lifted the junior cricket of Nepal that made cricket one of the most popular sports in Nepal.
With the present standard of the Neplese team Nepal can only reach upto division 2 and some drastic change in its standard can only take Nepal to its destination of playing world cup and a new coach with new inputs can certainly be a strong factor for that.The replacement of Dias should be even a stronger candidate with new ideas and the ability to bring a drastic change in the team’s performance and i think the ideal man for that is none other than Sandip Patil who has taken Kenya to world cup semi final and more than that he took Oman from nowhere to the ICC worldcup qualifier and they still in division 3. Now the question arises can Nepal afford him as a coach as CAN lacks finance but if Nepal can afford Roy Dias who has already coached Srilankan national team than it is not impossible and as he has coached minnow like Oman he may agree for the job.
We shouldn’t be assuming that CAN lacks finance…!! All the money that comes in for the development of Cricket in Nepal is nowhere to be found. It’s very simple, where is the development?? The players don’t get paid monthly, they hold national level tournaments once or twice a year, there are no developments outside Kathmandu Valley, we don’t even have a decent stadium for that matter. You wonder why there are many folks in Nepal trying to be CAN members? Well you can tell where all the money goes and why we can’t afford to bring a good Coach. We have the answer to that. CORRUPTION!!! If we take care of the Corruption and bring in new leadership and new ideas, then we can talk about Nepal playing at the international level.
I totally agree with all of you guys especially Rakesh Karna. CAN lacks money only to pay regularly for the players and to create infrastructure in the country but they do not lack finance to pay CAN members and to visit foreign countries. If we all of the cricket fans strongly raise our voice against the CAN’s action and vision then hope we can do something for the development of nepali cricket. But this type of work such as to presuraise or warn the deep slumber CAN is not possible with someone you guys RAKESH or BIKASH alone, for that i think we hav to unite. Thank God! ICC Investigation Committee has finally settled the issue and dismissed the Singapore’s allegations of any foul play involved in the result of the game. The allegations were levelled out of frustration and having denied the place in the finals and subsequent qualification for the ICC WCL-DIVISION IV. To some extent, one could fathom Singapore’s frustration; however, levelling charges of foul play without any concrete evidences to substantiate its claims were unsporting and unacceptable from any stretch of imagination. Moreover, Sinagpore’s coach was Marvan Attapattu; who has represented Sri Lanka in Test and One Matches and has played according to the ICC rules and regulations. So, he should have displayed level-headed approach for which he was famous and played some fantabulous innings in his active playing days rather than getting overwhelmed by the frustration of losing the game…..
Yes, the crowd’s rowdy behaviour did halt the game and had to be resumed with changed target applying necessary D/L Method Calculations. The crowd’s frustration was basically for its team’s losing performance in the game against USA and whatever they did was a result of spontaneous reaction and it had nothing to do with the intention of foul play. But having said this, it is also to be accepted that our home crowd will have to display sportsmanship and patience whenever the home team comes on a verge of defeat. The game of sport is meant to be won and lost. So, when two contestants compete in any particular sporting competitions, one is bound to win or lose. Instead of showing dissent and frustration by the contestants’ supporters, the result should be taken in a sporting manner rather than behaving wildly.
Now, as ICC has already warned CAN to construct boundary walls and take necessary security steps for future games. I reckon in this regard, CAN will certainly have tough time reigning delirious crowd behaviour as it is not an isolated case, it is a perennial occurrence whether Nepal loses or wins. The passion of crowd is so strong that it just cannot keep control its spontaneous stimulus to go wild at such games. So, it is very important that before the start of the tournaments, CAN will have to formulate foolproof mechanism to avert any such occurrences in the foreseeable future games. Of course, the future ICC related games will held in Nepal subject to ICC’s full satisfaction of Ground security and CAN’s foolproof arrangements for such high-level cricket tournaments. The pre-condition set by ICC is fair enough when so much is at stake.
I know that CAN never serious about cricket future. After 2 weeks national tournament(6 central team will play) will be start. Now monsoon time is coming but CAN organised in this time. So, we guys guess how much CAN think about cricket. they didnot organised this match on chaitra or falgun. About national coach i think indian coach will be better for our team.

Browsing suggestions of our buddies, it seems they are of the opinion to a change of coach, which would bring about transformational changes in the ways players look at the game for further improvement and betterment. Yes, to an extent, it is good to have a new coach for a change who would bring innovative ideas and plans, the players would learn new things from him. Besides, Coach Roy Dias has been here for quite a prolonged time and it is possible that he may have run of innovative ideas and plans, to say the least. And it is also a fact as broad as daylight that whatever major international titles and accolades Nepal has acquired it is during Coach Roy Dias’ tenure for which Nepal will remain ever obliged. So, before we think for a coach change, it is very important we take into consideration various aspects like the affordability, suitability and adaptability of the new aspirant coach and conduct proper homework. It is advisable, if Cricket Association of Nepal calls for an open application seeking a competent coach preferably from the sub-continent. Since Roy Dias has set a benchmark and whoever comes in his place should be competent enough to perform at par or one step better than him in terms of developing Nepali Cricket. At a time, when so much is at stake and the cut-throat competitiveness it demands, there should not be any comprises made as far as the aspirant coach’s background and coaching quality is concerned. Doing anything hastily may boomerang and have long-term impact on the overall cricket set-up of Nepal. So, the Cricket Association of Nepal will have to take due caution and plan out methodically for replacement. Besides, due process and respectable exit plan should be chalked out for Coach Roy Dias. As for buddy, Nawaraj’s suggestion for Sandip Patil, it is a good option, but again, the affordability question arises.
